“Ten Four” (10-4) means… “Okay.” “Yes” “Message understood.” 

It’s part of the 10 Signals brevity language developed in the late 1930’s to allows agencies and organizations to quickly exchange messages. If you were to give or receive a 10-4, it indicates that your message was received.

“We hope to do that with cheese.”
